"Europe is in danger. Our geopolitical situation is deteriorating, and conflicts and crises are multiplying at our doorstep. From Ukraine to the Middle East, through the South Caucasus, the Horn of Africa, or the Sahel. Not to mention that further away, tensions are rising in the South China Sea, with serious potential consequences for our economies. All this is happening against the backdrop of increasingly uncertain future U.S. commitments to European security," he wrote.
Speaking about Russian aggression, the head of European diplomacy emphasized that the European Union will continue its financial, humanitarian, and military support for Ukraine.
"I have said this many times: Russia's aggressive war against Ukraine poses an existential threat to the EU. If Russia [the illegitimate president] Vladimir Putin succeeds in Ukraine, it will inevitably continue its imperial policy against other neighbors, especially in Europe. We have already seen the consequences of this aggressive policy in Georgia and Moldova," Borrel stated.
According to him, if the EU cannot help Ukraine defend its sovereignty, "the entire rules-based world order will be destroyed."
"Many in Europe have certainly been awakened by Vladimir Putin's aggression against Ukraine, but they have yet to get out of bed. However, it is all the more necessary to do so now, as U.S. commitments not only to Ukraine but also to European security as a whole have become more uncertain in the future with Donald Trump's potential reelection to the White House. We have no choice: it is crucial that we become capable of ensuring our own security," Borrel declared.
He believes that the well-being and future of the European Union "cannot continue to depend on the mood of American voters in the Midwest every four years," and stressed the need to "revitalize" the EU's defense industry, which has been "significantly weakened" over years of "quiet disarmament" since the fall of the Berlin Wall in 1989.
"The EU was not created as a defensive alliance, but it can and must become a global security partner in areas such as maritime security, combating cyber threats, or foreign manipulation of information and interference," Borrel emphasized.
