Valeriy Chaly was born in 1970 in Vinnytsia. In 1992, he graduated from the Vinnytsia State Pedagogical Institute (historical faculty). In 1995, he completed his postgraduate studies at the Institute of International Relations of Taras Shevchenko National University of Kyiv (faculty of international law).
He held positions in the National Security and Defense Council of Ukraine, the Ministry of Foreign Affairs, and the Administration of the President of Ukraine. From July 10, 2015, to July 19, 2019, he served as the extraordinary and plenipotentiary ambassador of Ukraine to the USA. On November 1, 2018, Russian sanctions were imposed against 322 Ukrainian citizens, including Chaly.
