One of the points in the plan focuses on preserving human capital during Russia's full-scale aggression. The President stated that Ukraine aims to maintain connections with all individuals and not restrict the rights of those who have left due to the war.
"We must acknowledge this reality: Ukrainians are now a global nation. We should not attempt to limit their rights but rather direct these efforts in the interests of Ukraine," said the President.
A new policy regarding Ukrainians abroad amid all waves of migration will be implemented by a special body of central executive authority – the Ministry of Reintegration of Ukrainians, the head of state revealed. Zelensky promised to present a candidate for its leadership by the end of the year.
