The Shevchenkivskyi District Court of Kyiv has mandated the State Bureau of Investigations to initiate a criminal case regarding potential corruption violations in the tenders for website maintenance conducted by "Finport Technologies Inc.", which is owned by the father of the head of the Lviv Regional State Administration, Maksym Kozytskyi - Zenovii Kozytskyi.
This was reported in his blog on the Censor.net website by the chairman of the public association "Last Bastion", former head of "Poltavaneftgeozhology" Hennadii Sykalov.
He pointed out that the Kozytskyi family’s company has been winning tenders from the State Property Fund and the National Agency for Prevention of Corruption (NAPC) for many years for the creation of websites for these state institutions, and the vast majority of these tenders occurred on a non-competitive basis, or the company was the sole participant in the tender.
"We filed a statement about a criminal offense and received a court ruling that obligated the SBI to open a criminal case regarding possible crimes committed by the owner of JSC 'Finport Technologies Inc.', Zenovii Kozytskyi, the head of the Lviv Regional State Administration, Maksym Kozytskyi, as well as unidentified officials from the prosecutor's office and the NAPC, under Articles 368 and 369 of the Criminal Code of Ukraine. The court ruling confirms that the complaint contains sufficient information that may indicate the commission of a criminal offense," Sykalov writes.
According to him, since 2019, Finport Technologies has effectively held a monopoly position, as it has been winning tenders annually for the creation, and later for the support and expansion of the web portal for the Prosecutor General's Office and regional prosecutors since 2019.
"The vast majority of tenders occurred on a non-competitive basis, or the company was the sole participant in the tender. The cost of services increased annually by 20-30%. A notable detail characterizing the 'state people's' approach: at the end of 2023, Finport had fixed assets worth 45 thousand UAH, which is equivalent to two inexpensive laptops. Meanwhile, Finport received over 61 million UAH in total from state tenders," the note states.
Furthermore, according to Hennadii Sykalov, evidence of a corrupt conspiracy may be indicated by the fact that several criminal cases against companies owned by the Kozytskyi family, which were supervised by the prosecutor's office, were not brought to a logical conclusion.
"So, tell me, how can the NAPC or the prosecutor's office investigate the activities of such good people, without whom they would be like (electronic) hands? Of course, they can't. Moreover, it somehow turns out that the cases against the Kozytskyi companies, which are under the procedural supervision of the prosecutor's office, somehow fall apart," the blogger stated, listing several relevant criminal cases.
