Observers reported instances of intimidation and pressure on voters, which negatively impacted public trust in the electoral process, according to the document. In particular, government officials were subjected to pressure.
"Combined with active surveillance of voters on election day, this raised concerns about the ability of some voters to cast their ballots without fear of retaliation," the European Commission stated.
Additionally, observers pointed out the unequal conditions and noted that the campaign unfolded "in an atmosphere of division."
"We urge the Central Election Commission of Georgia and other relevant authorities to fulfill their duty to conduct prompt, transparent, and independent investigations and to make determinations regarding violations during the elections and the claims about them. These violations must be clarified and addressed. This is a necessary step towards restoring trust in the electoral process," said the executive body of the European Union.
