In his speech at the beginning of the meeting, the transcript of which was published by the government press service, Ukrainian Prime Minister Denys Shmyhal referred to the strategy as the primary framework document for Ukrainian healthcare.
According to him, the Cabinet of Ministers aims to achieve three strategic goals with this decision.
"The first is universal access for citizens to medical services. To achieve this, we have planned to expand the role of primary healthcare and integrate specialized medical institutions into multidisciplinary hospitals. [...] The second strategic goal is to enhance intersectoral coordination in healthcare management. [...] We are adapting Ukraine as a future member of the European Union to EU medical standards," Shmyhal stated.
The third strategic goal, according to the head of government, is the development of human capital and attracting investments.
"This involves improving medical education. In particular, through the establishment of multidisciplinary hospitals at universities and by integrating educational and scientific efforts. It also includes the implementation of modern technologies such as telemedicine, artificial intelligence tools, and the advancement of transplantation and bioengineering. The aim is to digitize healthcare management, completely eliminate paper, and transition to digital formats. We plan to attract investments in the healthcare sector, particularly by involving private hospitals in the implementation of the medical guarantees program," he explained.
Shmyhal stated that the strategy's implementation plan has "clear indicators, specific steps, and responsible parties," and emphasized that Ukraine is striving to build "one of the best" and "one of the most accessible" healthcare systems in the world.
The Ministry of Health of Ukraine noted on Facebook that the goal of the strategy is to "create an effective and sustainable healthcare system where every individual can take care of their health, maintain and preserve it, and receive the necessary medical assistance, while all those involved in its provision will have transparent and effective tools to realize their potential and influence policy formation at all levels."
