According to Prime Minister Denis Shmyhal, the agreement will encompass six key positions:
- Ukraine and the USA will establish a Restoration Investment Fund, which will be jointly owned and managed by the governments of both countries;
- Ukrainian subsoil and resources will remain Ukrainian and will not be transferred to the ownership of the USA or anyone else;
- Ukraine will contribute 50% of future revenues from its natural resource assets to the fund;
- The USA will make contributions to the fund in the form of cash, financial instruments, and other assets that are critical for Ukraine's recovery;
- Funds collected by the foundation will be invested exclusively in restoration projects in Ukraine (essentially, this is a fund for future generations of Ukrainians);
- The document takes into account Ukraine's commitments under the European integration process (there will be no contradictions with Ukraine's European integration obligations).
The full text of the agreement between Ukraine and the USA was published by "European Truth". It contains 11 points.
It is expected that the document will be signed on behalf of the USA by Treasury Secretary Scott Bessent, and on behalf of Ukraine by First Deputy Prime Minister – Minister of Economy Yulia Svyrydenko.
According to media sources, there is a potential for targeted amendments to the agreement (in particular, a change of signatories), but the main provisions have already been agreed upon.
