Zaluzhny stated that Russian influence has complicated mobilization efforts in Ukraine.

"Russia is waging war not only in the physical and informational realms but also in the cognitive sphere, as certain decisions that complicated our mobilization were influenced by Russia," said Zaluzhny.

In his view, Ukraine previously relied mainly on "Soviet" approaches to mobilization, which have been in place "essentially since the time of Peter I," and now it is necessary to explore alternative options. However, a complete correction will only be possible when a "whole generation emerges in Ukraine that will take up arms without state intervention."

"Unfortunately, we do not have the luxury of time, so we are forced to impose certain restrictions. In a democratic society, all of this is perceived very controversially," emphasized the former military leader.

He expressed hope that the "government and leadership" of Ukraine would find a "successful way to communicate with the population" so that "people understand the importance of armed struggle right now."

Zaluzhny noted their "reluctance to fight at times."

"I hope there will be enough people who will bring positive results here," he said.

Zaluzhny believes that mobilization should have been actively pursued in 2023, when the aggressor country Russia had not yet received "a huge amount" of ammunition and resources from other nations.
