Shmyhal responded to a petition requesting sanctions against Portnov.

Шмыгаль ответил на петицию о введении санкций против Портнова.

An electronic petition calling for the consideration of applying personal sanctions against Portnov by the National Security and Defense Council (NSDC) was registered on the Cabinet of Ministers' website on December 24, 2024. The author of the petition is journalist Yaroslav Volvach. It specifically pointed out that Portnov was sanctioned by the U.S. for attempting to take control of the Ukrainian judicial system and for trying to influence the then-General Prosecutor's Office of Ukraine.

The petition gathered the required 25,000 signatures for consideration on January 14, 2025.

In a response signed by Shmyhal, it is noted that "the U.S. decision to impose sanctions is not a definitive basis in [Ukrainian] law for the application of sanctions."

According to the release, Ukrainian legislation defines the grounds for imposing sanctions as actions that threaten national interests, national security, sovereignty, and territorial integrity of Ukraine, contribute to terrorist activities, violate rights and freedoms, lead to the occupation of territory, expropriation or restriction of property rights, cause property losses, create obstacles to sustainable economic development; as well as decisions by the UN General Assembly, the UN Security Council, the Council of the European Union, and facts of violations of the UN Charter and the Universal Declaration of Human Rights.

"It should be noted that the Ministry of Internal Affairs, the National Police, the Bureau of Economic Security, the National Anti-Corruption Bureau, and the Security Service of Ukraine have been informed by the Ministry of Economy about the current lack of information regarding the grounds for applying special economic and other restrictive measures (sanctions) against the individual mentioned in the petition," the response signed by Shmyhal states.
