It notes that the state of emergency related to the situation in Ukraine was declared on March 6, 2014, by Executive Order 13660 of then-President Barack Obama. Its provisions have been expanded multiple times. Specifically, on February 21, 2022, following Russia's recognition of terrorist entities known as "LPR" and "DPR".
"In accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for one year the national emergency declared in Executive Order 13660," Trump stated.
Additionally, in December 2014 and September 2018, U.S. presidents implemented further sanctions measures.
"The actions and policies referred to in these orders continue to pose an unusual and extraordinary threat to the national security and foreign policy interests of the United States," the explanatory note asserts.
In light of this, Trump ordered the extension of the sanctions emergency for another year, until March 6, 2026.
