The Security Service of Ukraine (SBU) has identified a Russian sadist who tortured Ukrainian prisoners at "Correctional Colony No. 7" in the Vladimir region of Russia. He turned out to be Alexey Khavetsky, the deputy head of this institution, according to the Security Service of Ukraine.

It is noted that this Russian citizen personally participated in the torture of captured Ukrainian soldiers from at least the end of May 2023 until February 2024, who were imprisoned in a Russian jail.

"In the dungeons, the victims were tortured with electric shocks and set upon by guard dogs, which the Russians used to secure the perimeter of the facility. Under Khavetsky's orders, his subordinates regularly beat the prisoners and then left them for extended periods without food, water, or medical assistance," the SBU reports.

The statement also mentions that another common method of abuse was keeping prisoners without warm clothing in freezing cells without heating or in low temperatures outdoors.

The SBU emphasizes that through torture, the jailer attempted to "extract" the required "confessions" from the victims for fabricated cases against Ukrainian defenders.

Additionally, he used physical violence and psychological pressure on the prisoners to compel them to cooperate in favor of the Russian Federation in its war against our state.

Khavetsky has been informally charged under Part 2 of Article 28 and Part 1 of Article 438 of the Criminal Code of Ukraine (war crimes committed by a group of individuals in conspiracy).

"Although the perpetrator is in Russia, comprehensive measures are ongoing to locate him and bring him to justice," the statement reads.

The Office of the Prosecutor General added that, according to the investigation, the suspect conspired with the heads of the Federal Penitentiary Service of the Russian Federation, the correctional colony, and other individuals to prohibit sick prisoners from wearing clothing and forcibly kept them with others, which contributed to the spread of infections.

Military criminals in Russia face justice

As reported by UNIAN, on December 17, 2024, Russian General Igor Kirillov, who was the head of the Radiation, Chemical, and Biological Defense Forces of the Russian Armed Forces, was eliminated by the Security Service of Ukraine. The day before - on December 16, the Security Service of Ukraine informally charged Kirillov. According to the investigation, he personally ordered the use of chemical weapons against the Ukrainian Defense Forces.

Under Kirillov's orders, over 4,800 instances of the enemy using chemical munitions have been recorded since the start of the full-scale war.

A scooter loaded with explosives was detonated as Kirillov and his assistant entered the entrance of a building on Ryazansky Prospekt in Moscow. Both were killed.
