The EU advised Ukraine to assess the "necessity and proportionality" of restrictions under martial law.

According to a European official, the introduction of martial law has altered certain democratic procedures in light of security challenges.

"Clearly, Ukraine will return to constitutional normalcy once the war is over and martial law is lifted. However, I strongly advise you to examine the necessity and proportionality of the current martial law restrictions right now. Study it in detail!" – he said, addressing the attending deputies.

At the same time, Kopman did not specify which particular aspects of martial law regulation the European Commission expects to see changes in.

Nevertheless, from the officials' statements, it is clear that the government is aware of these expectations and is preparing amendments. This includes pressure from the EU, as noted by the media.

"Indeed, we have suspended competitions for public service positions. Consequently, we need to develop amendments to the law on martial law and public service and resume the competition procedure. This is a challenging issue, but it is certainly manageable. However, European partners also insist that this needs to be depoliticized, and there is a specific list of proposals," – explained Natalia Alyushina, head of the National Agency for Civil Service.

Ukraine’s Vice Prime Minister for European and Euro-Atlantic Integration, Justice Minister Olha Stefanishyna, commenting on a Facebook post by "European Truth" editor Serhiy Sydorenko announcing material about the conference, stated that the EU is not urging Ukraine to ease martial law.

"This is a manipulation and an oversimplification of a complex dialogue about the functioning of democratic institutions in the context of a full-scale war. At all platforms and in all conversations, there is clear admiration for the resilience of Ukrainian institutions and democracy. This certainly does not mean that the effectiveness of individual measures is not evaluated, but it is erroneous to consider this as some demands to ease martial law," – she wrote.
