"Today marks the 30th anniversary of the Budapest Memorandum. Ten years of war. This document has never been effective for a single day. Therefore, everyone in the world will now understand that mere signatures from any state, or any assurances or promises for security, are insufficient," said Zelensky.
He described the memorandum as something that "today hardly deserves many words."
The fact that the Budapest Memorandum did not provide security for Ukraine indicates that other, effective guarantees are needed, Zelensky added.
"Real alliances and a realistic foundation for security within the country. Weapons that enable defense and deter the enemy. And unity that helps withstand even the most challenging moments," he listed.
